Why do the Blues always have a maximum of about 5 shots in the third period every game?

We're (apparently) only permitted by NHL rules to put forth 40 minutes of effort a game.....

Because Murray likes to sit back and try to defend one goal leads. And, even when they are behind, he likes to use checkers to "try to catch up".
