That's a pretty f''ing big difference and the entire reason why Thornton was suspended.

An elbow to the face, shoulder to the head, etc, doesn't have to be viscous at all to be dangerous, dirty and illegal.

You just can't target the head, it's that simple. Thornton threw his shoulder into Perron, Perron wasn't looking, the shoulder hit Perron square in the head. I'm not sure how else the league is supposed to crack down on head shots if something like that doesn't fall into the category of targeting the head.
