Is anyone else as confused about this as I am? I've looked at this picture many times, what am I supposed to be seeing?

Read the caption for the picture... out loud if necessary. All things will become clear.

Though it's partially cut off, I assume that the headline reads "no significant snowfall forecast over next few days"

In which case, if that's the joke, I have to say that there is nothing wrong with the headline at all.

It states that there's no snow in the forecast. Snow that has already fallen isn't forecast anymore, it's past news. If it did, in fact, not snow for the next few days after this article was written, then it was completely accurate.

If that's not the joke then I also don't get it. Maybe I'm pronouncing the guys names incorrectly?

My wife went to school with a Harold Dick. Every year, teachers would ask if he would like to go by Harry. Every year, he would say no, not so much. Rumor has it his middle name was Balzand

The pronunciation didn't make the name any better.
