Apparently a landlord decided to build a large shed on his own.
Even if you don't know the first thing about construction, you know more than that guy.

Amazing! Reminds me of when my Vietnamese neighbors decided to convert their carport into a tarpaper garage shack. Yeah, the city did not approve of their construction work either.
